  Second of all, when you are putting something in your body, I don't think you should try to go for the cheapest procedure available.
  
  Talk to your doctor and see who he/she recommends and then make an appointment for a consultation with that doctor. After your meeting, research other doctors in your area who will perform the procedure and schedule consultations with them. Be sure to get price estimates while you do this.

Since you are only 20, I am assuming you don't have a huge line of credit or a high paying job. Consult with the Board Certified Plastic Surgeons in your area and find out how much they cost. They are about 9-10 thousand in NY, NJ, but they will be less in other states. So, you have 3 options:
  1. Get an extra job and save up.
  2. Ask your parents for help for some of all of the cost and offer to pay them back
  3. Take out a personal loan and ask your parents to cosign, then make the monthly payments

  I've tried the bloussant pills to enhance your breast size. It did work but not the results I wanted. Once you stop taking them you go back to what you started off with before the pills. Don't forget that some of these enhancment pills also have their side effects. Afterall, they do contain some type of artificial hormone. My OB-GYN looked at the active ingredients in bloussant and he pointed it out to me. That was 3 years ago.

  There's nothing wrong with wanting bigger breasts, even if you are a thin girl. One of the other posters is correct in saying that it can cause back pain, so you have to consider that as a factor. However, there are many petite/thin women out there who have implants and are fine with them.
  
  Given that you are a size B, you shouldn't feel insecure about your breasts because that's a very average size and I don't think any guy would have a problem with that. But the point is how you feel about your breasts. When choosing a surgeon or clinic, consider the following:
  
  -Don't go for cheap. You don't want a cheap job, you want a quality job. A bad boob job is something you'd regret the rest of your life. This isn't the time to go bargain basement shopping. If you live in the U.S. or Canada, be prepared to spend betwen 00 and 000. You probably don't have that kind of money. Most women finance their implants, and if you can afford to do that - great. If not, don't go into extreme debt over them. If you do finance them, I would recommend putting them on a low interest line of credit rather than going through a plastic surgery finance company. Those financing companies charge between 11-22% interest! A low interest line of credit will charge more like 4-6%.
  
  -Go for consultations at a few reputable clinics. Be prepared that consultations will still cost you something (in the neighborhood of 0 a consulatation). A reputable surgeon is someone who can show you before and after pictures of his/her work and it looks good. Their office/clinic should be clean and it should look like the business is thriving. Staff should be courteous and professional towards you, and they should NOT pressure you into a sale.
  
  -Be aware that there is a healing period involved with surgery such as this. You will need to take at LEAST one full week off of work. You will need someone to pick you up from the clinic after surgery and stay with you for the first 24 hrs. You will be in a lot of discomfort that first week and your boobs won't start looking normal for at least a month or two. You can't go in for surgery on Monday and be ready for your new bikini at the beach by the weekend. This isn't a quick fix.
  
  You can definitely get implants at your age as you're basically done growing. Be aware though that you will probably have to get your boobs done again later in life. Implants last around 10-15 years. Factor that in when deciding in favor of them. You should also consider whether or not you plan on having children and if you plan on breastfeeding them. Pregnancy will change your breasts even if you don't breastfeed, and breastfeeding may not be healthy or possible for a baby if you have implants.

Please, no dumb answers. My doctor told me i need this done, not because I want bigger breasts.
My chest is extremely uneven. And my doctor finds it a problem. padded bras dont work.

  I know exactly what you are talking about with the uneven factor. It IS a problem, but unfortunately for the reputable doctors with good results, you will have to spend a pretty good amount. I wouldn't necessarily say "you pay for what you get" because some doctors that do not do a good "natural" looking job still charge a lot. You really should do your research and book a consultation with several different surgeons (most offer free consultations) before you choose one. Base your decision on those visits, which one is truly concerned with your best interest and not just a huge bust, and what you think about the doctor when you visit with them. This is a big surgery you will have to live with- worth taking the time to research. Perhaps explain the situation with your mother and she can help you out with costs. If nothing else, I would save up.

  I don't have implants but have known multiple women with them. I've never heard of buying implants separately, and I would be a bit nervous of a place that would sell implants to the general public. Anyway, be very careful picking your doctor because some do great work and some well...some you could have to go through multiple surgeries to fix their work. Check up on the doctor you are thinking of going with and ask for references. Any good and established plastic surgeon should be able to give you solid references. Plus, ask tons of questions and start watching the surgery shows that they have about these types of surgeries. You need to know a little to pick a good doctor. I've known more than one girl to think she had a great doctor until the swelling went down and she saw what her breasts looked like. What size you go to is something you need to talk with the doctor about. Most women are limited to one thru one and a half sizes larger because of how elastic the skin is and only being able to stretch so far. If you've had children or lost a good amount of weight and there is excess skin then you could go a bit more, but you shouldn't aim for your body to get out of proportion. It will start up back trouble and you'll have problems finding clothing that fits all of you instead of just the top or bottom.

  cheaper ones would be the saline. they feel a little less natural but they are also safer then silicone if they leak.

  yes...here in England they do Finance plans for cosmetic surgery...and i am pretty sure that America will do exactly the same....and you could probably spread it over 5 years - although the interest will be more. speak to the clinic/hospital you attend.

Can I get silicone breast implants at 18?
I'm 16 now but I plan to get breast implants to go from a C to DD because my breasts sag severely. I've asked my doctor about the sagging and the only way to remove the extra skin and lift my breasts and give them shape/volume is to have surgery. I thought about just getting a lift but because I had extreme weight loss, I still won't have much definition and shape (I was on steroids for asthma and gained a ton of weight and lost it so now my breasts sag). So instead of going through major scarring for little results, I figured it be better to get smaller lift with implants (less scarring, cheaper and better looking than a lift alone). Anyway I read you have to be 22 to be silicone. Is that right? Are there any exceptions? I don't want to get implants with saline at 18 and recover just have another surgery at 22. I also don't want to go a good majority of my young adult life not being able to wear simple clothing because my breasts have no shape (even push up bras make them look unnatural). I'd be wasting 4 years and I need at least 1 for surgery/recovery. I've been informed by my doctor and information she's given me and been reading about it for over a year and a half now so I know pretty much all the risks and such. Can I get silicone implants at 18 considering my situation of weight loss from steroids? It's not fair or my fault that I gained weight on steroids and my breasts are horrible looking. I already have to deal with stretch marks and other body problems from the weight gain. I shouldn't have to deal with sagging breasts as someone under 30 or 40 years old either.
No, silicone are more natural feeling that saline. I've read from patients and doctors and seen it first hand. My aunts both have implants (1 has silicone and the other saline). The silicone breasts look way better and natural.
There is a law restriction on people under 22 getting silicone. At 16, people have to get saline. Sorry if I sound rude but you said nothing relevant to my question. Why answer if you're saying nothing?

  Normally I wouldn't support anyone so young getting implants, but you need them because of a medical condition rather than being vain.
  I'm having a breast reconstruction after a bilateral mastectomy, and I was terrified of silicone after all the bad press. My surgeon has assured me they are very, very safe now. You are correct that silicone has a more natural look and feel, this is reason enough to opt for silicone over saline.
  I'm in Australia and I've not heard of a law restricting the use of silicone implants due to age. Perhaps seek a second opinion from another surgeon, if you are desperate you could seek the opinion of an Australian plastic surgeon and have the surgery here (I have heard first hand horror stories about plastic surgery in Thailand, please don't go there). 4 years is a long time to wait.
  Before you get any kind of implant remember that they have a 10 year lifespan so that means lots of surgery over the course of your life.
